Whats going on with my breathing and chest?

well sometimes i feel short of breath and when i breathe it feels weird like i cant breathe and like bellow my chest [[or around that area]] it like kind of feels jumpy on the inside..a weird sensation..and i cant like breathe? well its hard to explaine but if you understand what i am trying to say,could you please give me an answer?
